Uruguay has just earned a place in the global conversation about high net worth. The country is the only one in Latin America to break into the world's top 10 most attractive destinations for high-net-worth individuals, according to the Henley Private Wealth Migration Report 2026. Ranked ninth, it surpassed traditional regional destinations such as Chile, Brazil, and Argentina.

 

For those of us who closely follow the luxury real estate market in Punta del Este, the news confirms something we have been seeing for some time now: international demand for properties and residence in Uruguay continues to grow.

A ranking that changed the rules of the game

The London-based consultancy Henley & Partners launched a new methodology this year: the Global Wealth Mobility Framework. Unlike previous editions, the index no longer simply counts how many millionaires enter or leave each country annually. It now measures something deeper: the actual conditions each jurisdiction offers for attracting and retaining capital.

 

The model, developed in conjunction with AlphaGeo, weighs twelve indicators. Among them:

 

  • Tax regime and tax treatment

  • Legal certainty and the rule of law

  • Political and geopolitical stability

  • Quality of life

  • Ease of investing and moving capital

  • Investor residency programs

  • Family inclusion in these programs

 

In other words, the focus shifted from rewarding volume alone to rewarding the strength of the environment. And that's where Uruguay has a lot to offer.

Why did Uruguay rank higher than its neighbors?

The report highlights Uruguay as one of the main recipients of Argentine private capital, amidst economic and regulatory changes in the neighboring country. This is further compounded by the influx of Brazilian capital seeking greater predictability and stable regulations.

 

The consultancy also highlights Uruguay's growing role as a hub for family offices and international businesspeople, thanks to its long-term residency programs and the institutional stability that distinguishes it in the region. Other Latin American markets, such as Panama and Costa Rica, were identified as emerging in terms of wealth mobility, but none reached the global top 10.

The new logic of great fortunes

One of the key findings of the report is how the way high-net-worth individuals make decisions has changed. It's no longer about choosing a single country to live in, but rather about distributing their lives and investments across multiple jurisdictions to diversify risks and expand opportunities, according to Henley & Partners' analysis of its own clients.

 

And this mobility is no longer solely driven by tax considerations. Today, security, quality of life, education, political stability, and access to international markets carry equal or even greater weight. The data supports this trend: in the first five months of 2026, the firm received inquiries from citizens of 86 nationalities interested in residency or citizenship-by-investment programs across 47 jurisdictions. More than 28% of these applicants already lived outside their country of origin, a clear indication that great fortunes are becoming increasingly global.
